Certification Information

Educator Certification

Attention: As of July 1, 2013 all educator certificates will be exchanged for Professional Educator Licenses (PEL). These will be managed in a system similar to the current ECS (Educator Certification System) but will have several updated features and will be called the Educator Licensure Information System (ELIS). 

Directions for accessing ELIS, the new educator license information system:

Educator Access (if you have an account) 
If you do not already have an ELIS account,
click here

This will take you to IWAS, the portal where you will need to create your profile. You will need to do this only the first time you access ELIS.  Enter the information when prompted. All red arrows are required fields.

A window should read: 

Welcome to your personal IWAS for Educators account.

Click continue

ELIS will launch.


You will then be able to view credentials and renew, reinstate, or register your existing educator license. You can also apply for licenses, endorsements, or approvals. Please view the full tutorial webinar on how to use ELIS.

Under Teachers/Administrators, Teacher A-Z, click on Educator Licensure. This will take you to several new guidance documents that ISBE has published.

This will take you to two options, a PowerPoint or an archive of the live Webinar posted on June 14, 2013. Click on your preference.
